Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a Writ, order or direction more particularly one in the nature of writ of mandamus declaring the action of the 1st respondent in issuing G.O.R.T. No. 543 water Resources service I Dept. dt. 9-12-2019 as illegal, arbitrary, unconstitutional and contrary to Rule 23 of AP Civil Services (Conduct) Rules 1964 and liable to be set aside and consequently direct Respondent No.1 to reconstitute the screening committee by appointing new members who are not connected with the seniority list published vide Memo dated 21-01-2020 for promotions to the post of 1st and 2nd level Gazetted categories for the post of Deputy Executive Engineers for the panel years 1975-76 onwards in Irrigation and CAD (Water resources Department) Andhra Pradesh

Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the writ petition, the High Court may be pleased to suspend the operation of G.O.R.T.No. 543 water Resources service I Dept. dated 9-12-2019 issued by the Respondent No.1, pending disposal of WP 9215 of 2020, on the file of the High Court.
The petition coming on for hearing, upon perusing the Petition and the affidavit filed in support thereof and upon hearing the arguments of Sri T.D. Pani Kumar Advocate for the Petitioner and of GP for Services I for the Respondents, the Court made the following.

In the meanwhile, considering that two of the members of the Screening<br>Committee, as per G.O.Rt.No.543, Water Resources (SER.I) Department, dated<br>09.12.2019, are also beneficiaries and that G.O.Rt.No.1129, Irrigation & CAD respect of constituting the Screening Committee.
