Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue appropriate writ order or direction particularly one in the nature of Writ of MANDAMUS declaring the action of respondents in not promoting the petitioner to the cadre of Hostel Welfare Officer (Grade-I) though she is fully eligible and qualified in the year 2008 itself. While effecting promotion in 2008 at roster point 8, unqualified candidate was promoted and at roster point 25, petitioner's junior who is at Serial No.34 in the seniority list. This action of respondents is illegal, arbitrary, being voilative of Rule 22A and Rule 33 and Rule 37 of Andhra Pradesh State and subordinate Service Rules, 1966 and Articles 14,16 and 21 of Constitution of India and consequently direct the respondents to affect notional promotion to petitioner since 2008 with all consequential benefits and arrears of salary.

Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the writ petition, the High Court may be pleased to direct the 2nd respondent and 3rd respondent to pass orders on representation of petitioner dated 23.06.2020 and 23.02.2021 which is made seeking promotion of petitioner to the post of Hostel Welfare Officer (Grade-I), pending disposal of WP 8462 of 2021, on the file of the High Court.
The petition coming on for hearing, upon perusing the Petition and the affidavit filed herein and upon hearing the arguments of Sri M Prasada Rao, Advocate for the Petitioner, and GP for Services-III for the Respondents, the Court made the following
ORDER:
Learned Government Pleader for Services-III takes notice for the respondents.
List the matter after eight $(8)$ weeks.
In the meanwhile, the 3<sup>rd</sup> respondent is directed to dispose of the representation of the petitioner dated 23-02-2021 as expeditiously as possible.
