HON'BLE SRI JUSTICE M. SATYANARAYANA MURTHY WRIT PETITION No. 6996 OF 2021 ORDER:
This writ petition is filed under Article 226 of the Constitution of India seeking to issue a Writ of Mandamus declaring the action of the 4<sup>th</sup> respondent in not entertaining the document for mutation and issuing title deed and e-pass book in favour of the petitioner in respect of the land admeasuring to an extent of Ac.5.50 cents in Sy.No.119-2B situated at Rayavaram Village, Yerragondapalem Mandal, Prakasam District despite petitioner's online application No.RMU012005971342 dated 18.12.2020, as illegal and arbitrary.
Though the petitioner made several allegations against the respondents, during hearing, learned counsel for the petitioner requested this Court, without touching the merits of the case, to issue a direction to the respondent authorities to dispose of the F-Line application dated 18.12.2020 submitted by the petitioner.
Learned Assistant Government Pleader for Revenue readily agreed to dispose of the F-Line application dated 18.12.2020 of the petitioner, if any pending with the respondent authorities.
In view of the submission of the learned Assistant Government Pleader for Revenue, this Court is not inclined to decide the truth or otherwise of the allegations made in the petition. This Court is conscious that no such direction be issued, in view of the judgment of the Apex Court in The Government of India v. P.Venkatesh<sup>1</sup>, wherein the Apex Court held that such orders may make for a quick or easy disposal of cases in overburdened adjudicatory institutions, but, they do no service to the cause of justice. As the learned counsel

for the petitioner himself requested to issue a direction to dispose of the F-Line application dt.18.12.2020 submitted by the petitioner, I find no other alternative except to issue such direction.
In the result, the writ petition is disposed of, directing the respondent authorities to dispose of the petitioner's F-Line application dated 18.12.2020, in accordance with law, within a period of four weeks from the date of receipt of a copy of the order, following due process of law prescribed under The Andhra Pradesh Survey And Boundaries Act, 1923. No costs.
As a sequel, miscellaneous petitions pending, if any, shall also stand closed.
