HON'BLE SRI JUSTICE SUBBA REDDY SATTI CONTEMPT CASE No.361 OF 2021 ORDER:-
The above contempt case is filed complaining the nonimplementation of the order dated 07.01.2020 in Writ Petition No.301 of 2020
- The Writ Petition was filed to declare the action of respondents in not selecting the petitioner for the posts in Category-1 of Panchayati Secretary(Grade-V), Welfare and Educational Assistant, Ward Administrative Secretary and Mahila Police, Women and Child Welfare Assistant/Ward Women and Weaker Section Protection Secretary(female) as per Notification No.01/2019 dated 26.07.2019 under sports quota, even though, eligible in sports quota as per G.O.Ms.No.74 dated 09.08.2012 as illegal and arbitrary.
Writ Petition is disposed of on 17.01.2020 with the $3.$ following direction:-
of the same, the District "In view Collector-5<sup>th</sup> respondent or any other appropriate authority is directed to dispose of the said complainant/representation dated 02.12.2019 of the petitioner filed under Spandana Programme, in accordance with law, as expeditiously as possible, preferably within a period of three (3) weeks from the date of receipt of a copy of this order."
- The petitioner averred in the affidavit that, pursuant to the order, she made representations on 27.01.2020 and action. 08.06.2020, however, the respondents have not taken any

In the Counter affidavit, it was contended that the process of Short-listing, Certificate Verification and Appointment to various posts in Village/Ward Secretariat Recruitment, 2019 is unfortunately delayed due. to COVID-19 pandemic. Further, the Government have permitted the District Selection Committee to fill the arising vacancies (vacancies due to relinquishment; non-joining <sup>85</sup> resignations) upto 31.10.2020 and for filling the said arising vacancies CEO, STEP <sup>85</sup> DSA, Guntur has communicated the III Phase Priority List on 01.07.2020. The recruitment process for Mahila Police under sports Quota is completed on 19.01.2021.
- It was also further contended that in obedience to the Police, Guntur Urban has issued orders of this Court and in reply to the complaint made by the petitioner in "Spandana Programme", the Superintendent of a Memo C.No.723/A2/2019-
21, dated 13.04.2021 informing that the individual is not eligible for posts in Categoiy-I, as the individual secured 46.5 marks, duly considering the candidature of the individual not only with regard to Special Category "Sports", but also with regard to Social Category "S.C." for all the posts under Category-13.04.2021 through DTDC Courier and it was delivered to the petitioner on 16.04.2021. <sup>I</sup> and reply to the complaint is dispatched to the petitioner on

Though, there is delay in considering the representation, in view of the explanation referred to supra and also considering the. fact that a speaking order was passed, this Court does not find any intentional violation of the order passed by this Court on 07.01.2020 in Writ Petition No.301 of 2020.

Accordingly, this contempt case is closed. No costs.
As a sequel, all the pending miscellaneous petitions. shall stand closed.
