		Heard Mr. V.V.N. Narayana Rao, learned
		counsel for the petitioner.
		It is stated by Mr. G.L. Nageswara Rao,
		learned<br>Government<br>Pleader<br>for<br>Revenue
		appearing for the respondents, that despite his
		specific instructions, the concerned Officer has
		attended his office without getting the record
		pertaining to the order dated 23.12.2020, which
		was directed to be produced before this Court
		by<br>an<br>order<br>dated<br>01.10.2021.<br>The
		Government Pleader also submits that he was
		informed<br>by<br>the<br>District<br>Registrar<br>that<br>the
		record directed to be produced by this Court
		would be made available.
		However,<br>neither<br>the<br>Officer,<br>Mr.<br>M.
		Sudhakar, who was present before this Court on
		the earlier occasion, is present, nor the record
		is placed before this Court as per the directions
		dated 01.10.2021.
		The Government Pleader submits that he is
		giving up his vakalat in this matter.
		When a direction was given by this Court
		to produce the record, it is for the respondents
		to make available the record for perusal of this
		Court and the District Registrar being superior
		to the Sub-Registrars is also required to ensure
		that the order of this Court is duly complied
		with.<br>It<br>is<br>not<br>known<br>as<br>to<br>under<br>what
		circumstances, the record is not placed before
		this Court and this Court, perhaps, has to take a
		serious view in the matter and draw an adverse
		inference that with a view to flout the orders of

this Court dated 09.10.2020, the record has not
been willfully produced before this Court.
However,<br>with<br>a<br>view<br>to<br>give<br>an
opportunity, list this case on 23.10.2021.
The Registry is directed to implead the
District<br>Registrar,<br>Stamps<br>&<br>Registration,
Kakinada, East Godavari District, as respondent
No.3 in the contempt case.
Respondent<br>No.1<br>and<br>newly<br>impleaded
respondent No.3 shall appear before this Court
on the next date fixed, along with the record
pertaining to the proceedings No.G1/1206/2020
dated 23.12.2020.
