IN THE HIGH COURT OF ANDHRA PRADESH :: AMARAVATI THE HON'BLE SRI JUSTICE NINALA JAYASURYA WRIT PETITION NO. 1675 of 2023

Between:-

M. Umesh & another….Petitioners
And
The State of Andhra Pradesh,
Represented
by its Principal Secretary,
Revenue Department
& 3
others….Respondents
Counsel for the Petitioners:Mr.
G. Rama Mohan Reddy
Counsel for the Respondents:Government Pleader
for Revenue

ORDER:

Heard the learned counsel for the petitioners and learned Assistant Government Pleader for Revenue.

 1. The Writ Petition is filed aggrieved by the action of the 4th respondent in not carrying out mutations in revenue records, pahanies, 1-B extract(ROR) for issuing electronic Pattadar Passbooks, Titledeeds in respect of the land to an extent of Ac.07.75cents each in Sy No.299 of Thallakera Village, Gummagatta Mandal, Anantapur District.

 2. The learned counsel for the petitioners while referring to averments made in the Writ Petition inter alia submits that petitioners made an application for issuance of Pattadar Passbooks and Titledeeds in respect of the above subject matter land vide application No.RMU011903433733 dated 07.11.2019, as per the procedure in vogue with a fond hope that necessary action would be taken by the 4th respondent, within the time stipulated by the various Government orders.

 3. He further submits that the application seeking mutation of names in the Revenue Records shall be disposed of as expeditiously as possible within a period of 30 days and that though more than 3 years have lapsed, no action has been taken by 4th respondent on the petitioners' application. He submits that as the names of the petitioners are not mutated in the revenue records, they are deprived of various schemes and programmes implemented by the State Government, and that the representations made by the petitioner in this regard proved to futile, therefore they are constrained to approach this Court seeking appropriate directions.

 4. The learned Assistant Government Pleader for Revenue seeks time to secure instructions to ascertain the status of the petitioners' application dated 07.11.2019. However, this Court instead of keeping the Writ Petition pending deems it appropriate to dispose of the same with a direction to 4th respondent to take necessary action on the petitioners' application referred above, as expeditiously as possible, at any rate within a period of four (04) weeks from the date of receipt of a copy of this order, in the event no action is taken and the application is still pending.

 5. There shall be no order as to costs. As a sequel, miscellaneous applications, if any, pending shall stand closed.
