Education i.e., the 2nd respondent without any authority in the light of the G.O.Ms.No.14 Education (SE-PS.1) Department dated 24.02.2006, wherein it is clarified by the Government that the District Collector is the competent authority to pass the impugned proceedings. In view of this Court, Prima facie satisfied with the contention of the learned counsel for the petitioner.
